Summary:
We are seeking a Facility Security Officer (FSO) to manage and administer the organization’s industrial security program. The FSO will serve as the primary point of contact for all facility security matters and ensure compliance with the National Industrial Security Program Operating Manual (NISPOM), DoD regulations, and customer-specific security requirements.
Roles & Responsibilities: Candidate will be responsible for ensuring the protection of National Security Information in accordance with the National Industrial Security Program Operating Manual (NISPOM)/32 CFR Part 117. The FSO will play a key role in ensuring ARC Energy Services compliance with security regulations, facilitating the clearance process for employees, and fostering a culture of security awareness.

We are seeking a Facility Security Officer (FSO) to manage and administer the organization’s industrial security program. The FSO will serve as the primary point of contact for all facility security matters and ensure compliance with the National Industrial Security Program Operating Manual (NISPOM), DoD regulations, and customer-specific security requirements.

The FSO will play a key role in ensuring ARC Energy Services compliance with security regulations, facilitating the clearance process for employees, and fostering a culture of security awareness.
- Manage the company's facility clearance
- Perform FSO functions for a non-safeguarding facility with the named ITPSO.
- Manage day-to-day personnel security actions including onboarding, indoctrinations, access changes, and debriefings.
- Must have previous experience in developing, implementing, and maintaining security policies and procedures in compliance with government regulations.
- Maintain and process personnel clearance actions Govt databases like DISS/NISS/NBIS/SWFT.
- Maintain accurate personnel security records and documentation to ensure audit readiness.
- Experience in writing and updating SPP and Insider Threat Plan
- Support DCSA engagements, including self-inspections, security reviews, and corrective action tracking.
- Conduct required security briefings (initial, annual refresher and debriefings).
- Identify, document, and report security incidents or adverse information in accordance with NISPOM (32 CFR Part 117) timelines.
- Investigate and report security incidents and violations.
- Responsible for oversight of SEAD 3 (Security Executive Agency Directive)
- Coordinating with DCSA Industrial Security Representatives (ISRs)
- Other duties as assigned.
Requirements
- Must be a U.S. Citizen.
- Active Facility Security Officer certification or training (e.g., CDSE FSO curriculum).
- Active Secret security clearance (minimally).
- 5+ years of hands-on experience performing FSO/AFSO or equivalent duties
- Hands-on experience with DISS/NISS for personnel clearance management
- Moderate travel may be required
Skills
- Practical working knowledge of NISPOM (32 CFR Part 117) and DCSA processes.
- Strong documentation, record-keeping, and audit-readiness skills.
- Ability to work independently with minimal supervision.
- Strong written and verbal communication skills.
Certifications
- CDSE FSO Certification or equivalent security training credentials
- Familiarity with SWFT, eAPP/e-QIP, DISS/NBIS, NISS or other government personnel security systems.
- Experience supporting classified contract documentation (e.g., DD254s, Security Classification Guides), as applicable.
- Familiarity with NIST SP 800-171.
- Experience supporting hybrid or distributed cleared workforces.
